Service Animal Policy
Effective Date: November 1, 2023
Purpose
To establish a policy for the inclusion of service animals on the CBC campus. Our church desires to demonstrate grace in accommodating all people who use a service animal, while expecting an equal measure of grace for all who do not use a service animal. This policy seeks to accommodate all who wish to worship, in the least disruptive manner. Our goal is to offer a welcoming environment that is consistent in protecting and promoting every person’s worship experience.
Definition
State law defines a service animal as “an animal that is trained for the purpose of assisting or accommodating a disabled person’ sensory, mental, or physical disability.” Service animals may lead blind people or serve as the ears of a deaf person. They may also carry and pick up items, be used for balance, and provide warnings of impending seizures or low blood sugar. Service animals may allow persons with anxiety disorders, PTSD or other emotional illnesses to function in society by alerting their handlers to anxiety triggers by recognizing and blocking behaviors, or by stimulating the person to “snap back” to a conscious state.
Emotional-support animals, comfort animals, and therapy dogs are not service animals under Washington State law.
Policy
Only service dogs will be allowed in the Sunday worship service, Sunday School classes, and all other church-related activities. Because emotional-support, comfort, and therapy animals are not defined as service animals under Washington State law, they are not allowed at church-related activities on the CBC campus. No other service animals are allowed.
Service dogs are allowed under the following conditions:
One trained service dog per person is allowed per person with a disability requiring the dog. The service dog should be identified in some way, such as a vest worn by the dog.
The dog must be service-ready. Training is not allowed during church services.
The animal must remain with its handler at all times.
The animal is under the complete control of its handler at all times. This can be achieved through the use of a leash, harness, or other tether mechanism, or by voice commands.
The animal is house-broken. Urinating or defecating on the CBC campus is cause for removal.
The handler is solely responsible for the service animal’s needs (feeding, watering, etc.).
The animal observes the “Four On the Floor” rule. No jumping on furniture or people.
The animal remains quiet except for those occasions when it has been trained to bark to alert its handler. Whining, growling, or uncontrollable barking is cause for removal. If a dog is disruptive during a church service, its owner must immediately leave the building with the dog. The dog and its owner may return to the service after the animal has quieted down. After such an incident, the owner is encouraged to remain at the back of the sanctuary with the dog.
The above policy shall be enforced by the CBC leadership team, which is composed of the deacons and the pastor.
